The Annual Rural Health Clinic (RHC) Conference will be held this spring in Milwaukee. This event is designed to help educate RHC professionals, provide a forum to interact with other RHC professional like you, and communicate directly with experts in RHCs.
Our learning sessions are structured for the following RHC professionals: clinic operators, administrators, CFOs and other financial staff (e.g, billers and financial report preparers).

Session Descriptions:
Rural Health Clinic 101
This session includes an overview of the rural health clinic (RHC) program, including the history of the RHC program, qualifying for RHC status, initial survey and certification, requirements for maintaining RHC status, Medicare billing and reimbursement basics, and differences between independent and provider-based RHCs. This session will familiarize participants with basic information about the RHC program as a foundation for learning more detailed aspects of operating an RHC. Understanding and Solving People Problems
As an administrator, you are often asked to solve any number of people problems—usually without the benefit of having all the facts or an effective methodology for approaching these difficult situations. In addition, with the frenetic pace at which most of us work today, it’s easy to get caught up in "premature solution syndrome.” This happens when you feel pressured to take action based on partial knowledge, or just because it needs to get done, even if you don’t really ”own” the situation. In this highly interactive session, you will learn an empowering methodology to assist you when solving people problems. We’ll review tried and true principles and processes, conduct a roll-up-the-sleeves exercise to experience and apply them, and then witness the results. Medicare Cost Report Basics
This session will cover the basic concepts of the rural health clinic cost report, as well as specific information on topics such as accounting for non-RHC services, reporting on flu and pneumococcal vaccines, and compiling visit statistic reporting. Other topics to be discussed include an overview of the additional information to be submitted along with the cost report and the differences in costs reported for Medicare, tax, and internal financial statement purposes. Meaningful Use – How to Get There
Organizations pursuing meaningful use must first select and implement an Electronic Health Record (EHR). Then you’ll need to ask yourself, “What should we do when implementing EHR to help us meet meaningful use?” This session will explore practical things you can do to help your organization meet meaningful use. So much of meeting these requirements is about process, people and how you do your work with technology acting as a support mechanism. Medicare Cost Reporting – Advanced
Prerequisites: Attendance at an RHC cost reporting basic training and/or other cost reporting experience is recommended. This session is designed for anyone involved in the data gathering and/or preparation of the Medicare RHC cost report. In addition, this session will include identification of the most common cost reporting errors, as well as key opportunities to improve RHC reimbursement. Specific topics such as visit statistic reporting, provider productivity standards, commingling, carve-outs, and Medicare bad debts will be examined. Everything You Ever Wanted to Know About RHC Billing and Reimbursement
Both freestanding and provider-based RHCs are challenged to bill for their services correctly and complete annual Medicare cost reports. We will review all aspects of RHC and non-RHC billing requirements and the proper method for reporting visits, FTEs, and other information on the cost report in an effort to maximize RHC reimbursement. During this session, we will discuss strategies and options that are available to avoid reimbursement pitfalls. In addition, we will discuss Medicare Advantage contracts and payment requirements. Medicaid managed care supplemental payments from the state will also be addressed from a federally mandated minimum standpoint. If CMS releases new RHC rules or Health Resources and Services Administration (HRSA) issues new Health Professional Shortage Area (HPSA) rules in final or in draft, we will review those rules in detail.
