    Day 1: Administrative Requirements
    Date/Time: Tuesday, February 14, 2012; 8:30 a.m. – 5:00 p.m.

    After an introduction and discussion of the laws and regulations, there will be a discussion of the administrative requirements (OMB Circular A-110, 45 CFR Part 74, and the Common Rule, 45 CFR Part 92). We’ll review all of the administrative requirements (how a program operates) and focus on these key areas:

    • Standards for financial management systems and internal controls
    • Procurement
    • Property and equipment
    • Program income
    • Budget revisions

    This includes applicable requirements from the HHS Grants Policy Statement manual.
    Learning Objectives:

    1. Understand how to use the Circular and how it applies to your awards.
    2. Understand the more significant areas such as financial and program management.
    3. Learn the procurement regulations to ensure policies and procedures are in compliance.
    4. Understand the importance of budgeting and learn the federal requirements related to it.

    The cost principles cover the costs a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs, and costs that require prior approval will be discussed. We’ll also discuss all changes (A-122 for NPOs and A-87 for units of government). This session will also include a discussion of various allowable costs issued from the HHS Grants Policy Statement manual.

    1. Understand the concepts of reasonableness, allowableness, and being allocable as they apply to costs.
    2. Learn and understand more about the selected items of cost.

    Day 2: Connect With Wipfli Lunch (Optional)

    Costs incurred by an organization in connection with programs are eligible charges against grants and contracts. Whether these costs are incurred by the program itself or another program that provides supportive services to the program, they are allowable if the costs are necessary for the efficient conduct of the grant or contract. This session will focus on direct and indirect cost allocation. We’ll discuss and clarify policies that apply to funds that are used in collaboration with other funding sources. Cost allocation plans should be simple and straightforward, and we’ll give you some suggestions for ways to accomplish this. We’ll also suggest ways to allocate your costs to help your agency run efficiently and effectively.

    Learning Objectives:

    1. Understand the concepts of cost allocation and how to use them within the organization.
    2. Learn the difference between cost allocation and indirect cost rates.

    Day 3 Morning: OMB FY 2012 Office of Head Start On-site Review Protocol - Program Governance, Management Systems, ERSEA, and Fiscal Integrity

    Prerequisite: Head Start Background

    Do you have a Head Start or Early Head Start monitoring review coming up? If so, you need to get up to speed on the 2012 Monitoring Protocol that the Office of Head Start released in October. If you aren’t due for a monitoring visit, this is still a valuable document because every Head Start and Early Head Start program is required to maintain sound management, whether or not they are scheduled for a monitoring review in FY 2012. And don’t forget that OHS is making more surprise visits, so you can’t be sure you won’t have a review.

    During this training session, you will learn what’s changed and how to get ready for your monitoring visit. This new protocol has been revised to place a greater emphasis on the systems that programs have in place to enhance the quality of the delivery and management of program services. The focus of the protocol is on making connections between program systems and collecting data on critical indicators of success in promoting school readiness. The protocol organizes elements of program performance standards, the Head Start Act, and other regulations.

    We will review the documents, questions, and people who will need to be involved in four sections of the protocol. Let us introduce you to the 2012 Monitoring Protocol so you can successfully perform self-monitoring and prepare for your review.

    1. Learn the differences between the 2011 and the 2012 Head Start Monitoring Protocols.
    2. Get ideas and suggestions for preparation for a monitoring review. 
    3. Learn who should be involved in the preparation of each section, what they should prepare, and what questions to anticipate.

    Day 3 Morning: Organizational Governance Better Practices - Enhanced Internal Control and Anti-Fraud Efforts

    Organizations operate in an increasingly risky environment. We will review the risks organizations face and better practices to utilize to manage risk, including principles of ignoring, accepting, insuring, and managing specific risks. This overview will include topics including the role of the board, senior management, and staff; what policies and procedures should you consider and implement; the role and availability of insurance as part of risk management; and how to design an effective internal control environment with limited resources.

    Learning Objectives:

    1. Understand the broad risk universe facing organizations in today’s environment.
    2. Examine the considerations for ignoring, accepting, insuring, or managing risks.
    3. Discuss the appropriate use of policies, procedures, and internal controls in meeting the organization’s objectives.

    Day 3 Afternoon: Head Start/Early Head Start Board Governance

    There are provisions in the Head Start Reauthorization that make numerous changes to the governance structure and to the responsibilities of both the Governing Board and Head Start Policy Council. We will review Head Start governance including the provisions for composition, reporting requirements, powers, functions, and roles for the Governing Board and Policy Council.

    Learning Objectives:

    1. Learn about and become aware of overall Board responsibilities; learn how to create a “tone at the top.”
    2. Learn and understand Board responsibilities as required by the Improving Head Start for School Readiness Act of 2007.
    3. Understand risk management and its importance from a Board perspective.

    Building on the morning session, this session will walk participants through the actual risk management process for a “typical” organization. Elements to be covered will include specific examples of how to assess your organization’s risk environment to understand where precious resources ought to be allocated. After walking through a risk assessment, attendees will then work through a series of practical exercises related to adoption and implementation of policies and procedures, specific internal control scenarios, insurance options for managing particular risks, and other ways to actively manage your risk environment.

    Learning Objectives:

    1. Better understand the trade-offs that affect, both positively and negatively, increased internal controls.
    2. Explore the competing considerations that impact implementation of risk management techniques.
    3. Decision-making strategies for implementing better internal and anti-fraud controls.
