    Financial management and compliance are the two most important areas facing federally funded programs. It is important that agencies be in compliance with federal administrative requirements, cost principles, and HS/EHS regulations. Organizations out of compliance risk losing their grants, having grant funding reduced, or potentially having to repay disallowed costs.

    At this training, Denes Tobie and Janet Johnson will provide you with in-depth training relating to financial management and administration and with practical ways to apply the most current information to your program operations.

    Who should attend?
    Finance Directors, fiscal staff, Head Start and Early Head Start Directors, Head Start program staff involved in fiscal and/or administration, auditors, and others (including governing body or policy council members) involved with or interested in the Financial Operations of Head Start Programs.

    Day 1: Administrative Requirements
    Advance Preparation:  None
    Level: Basic
    Prerequisite: None
    Field of Study: Specialized Knowledge and Applications
    Time: Tuesday, November 8, 2011; 8:30 a.m. – 5:00 p.m.
    After an introduction and discussion of the laws and regulations, there will be a discussion of the administrative requirements (OMB Circular A-110, 45 CFR Part 74, and the Common Rule, 45 CFR Part 92). We’ll review all of the administrative requirements (how a program operates), and focus on these key areas:
    • Standards for financial management systems and internal controls
    • Procurement
    • Property and equipment
    • Program income
    • Budget revisions

    This includes applicable requirements from the HHS Grants Policy Statement Manual.

    Morning: OMB Cost Principles
    Advance Preparation: None

    Time: Wednesday, November 9, 2011; 8:30 a.m. – 12:00 p.m.
    The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs, and costs that require prior approval will be discussed. We’ll also discuss all changes (A-122 for NPOs and A-87 for units of government). This session will also include a discussion of various allowable costs issued from the HHS grants Policy Statement manual.

    Prerequisite: None

    Time: Wednesday, November 9, 2011; 1:30 p.m. – 5:00 p.m.
    Costs incurred by an organization in connection with programs are eligible charges against grants and contracts. Whether these costs are incurred by the program itself, or another program that provides supportive services to the program, they are allowable if the costs are necessary for the efficient conduct of the grant or contract. This session will focus on direct and indirect cost allocation. We’ll discuss and clarify policies that apply to funds that are used in collaboration with other funding sources. Cost allocation plans should be simple and straightforward, and we’ll give you some suggestions for ways to accomplish this. We’ll also suggest ways to allocate your costs to help your agency run efficiently and effectively.

    Prerequisite:  SALY
    Field of Study:  Auditing
    Time: Thursday, November 10, 2011; 8:30 a.m. – 12:00 p.m.
    Join us for this session to learn what regulations and guidelines govern nonfederal in-kind, how to decide if a contribution is allowable nonfederal in-kind, where the most amount of nonfederal match is missed and how to document all in-kind.  We will discuss the tools, techniques, and regulations of generating, calculating, and documenting in-kind. Make generating in-kind everyone's responsibility in your program.
     

    Afternoon: Head Start Governance

    Advance Preparation: None
    Level:  Basic
    Prerequisite: None
    Field of Study:  Specialized Knowledge and Applications
    Time: Thursday, November 10, 2011; 1:30 p.m. – 4:00 p.m.
    There are provisions in the Head Start Reauthorization that make numerous changes to the governance structure and to the responsibilities of both the Governing Board and Head Start Policy Council. We will review Head Start governance, including the provisions for composition, reporting requirements, powers, functions, and roles for the Governing Board and Policy Council.

    Register by October 21st, 2011 and pay Early Bird Rates of $625 per participant

    Registration fees include:
    • Up to 21.5 CPE Credits in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour.
    • Comprehensive training manual.
    • Refreshment breaks.

    Cancellation Policy:
    Cancellations made after October 7th, 2011 will be charged $100 per person cancellation fee. If you cancel, you may send a substitute from your organization or transfer your registration fee to a future seminar without penalty.
