    Training Seminar Outline

    Day 1: Administrative Requirements
    After an introduction and discussion of the laws and regulations, there will be a discussion of the administrative requirements (OMB Circular A-110, 45 CFR Part 74, and the Common Rule, 45 CFR Part 92). We’ll review all of the administrative requirements (how a program operates), and focus on these key areas:

    • Standards for financial management systems and internal controls
    • Procurement
    • Property and equipment
    • Program income
    • Budget revisions

    This includes applicable requirements from the HHS Grants Policy Statement Manual.

    Day 2 Morning: Cost Principles

    The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs, and costs that require prior approval will be discussed. We’ll also discuss all changes (A-122 for NPOs and A-87 for units of government). This session will also include a discussion of various allowable costs from the HHS grants Policy Statement manual.

    Day 2 Afternoon: Cost Allocation

    Costs incurred by an organization in connection with programs are eligible charges against grants and contracts. Whether these costs are incurred by the program itself, or another program that provides supportive services to the program, they are allowable if the costs are necessary for the efficient conduct of the grant or contract. This session will focus on direct and indirect cost allocation. We’ll discuss and clarify policies that apply to funds that are used in collaboration with other funding sources. Cost allocation plans should be simple and straightforward, and we’ll give you some suggestions for ways to accomplish this. We’ll also suggest ways to allocate your costs to help your agency run efficiently and effectively.

    Day 3 Morning: Head Start/Early Head Start Eligibility

    Now is the time to review the Head Start and Early Head Start income eligibility requirements - as you are starting next year's enrollment activities and designing next school year's staff training. We will discuss the two different definitions of family and when to use them, the different ways to determine a low-income family, the two programs that qualify as "public assistance," what is and is not income, the period of time to consider, and more! In addition, we will discuss the Office of Head Start Program Instructions and Policy Clarifications relating to income eligibility.

    We will discuss the provisions in the Improving Head Start for School Readiness Act relating to income eligibility including:

    • Homeless children
    • Families with income between 100% and 130% of the poverty guidelines
    • Military pay that can be included
    • Enrollment reporting and more

    And, of course, we will conclude with an opportunity for participants to ask questions.

    Day 3 Morning: Conducting a Wage Comparability Study

    Have you ever noticed that one of the most discussed, yet private, issues in an organization is compensation?  So much is linked to an organization's compensation structure, hiring, promotions, and regulatory compliance.  

    During this session we will discuss various facets of developing wage comparability studies and designing classification systems including:

    • What are the requirements for compensation in grant-funded programs?
    • What is a Wage Comparability Study?
    • How do you do a Wage Comparability Study?
    • How do you use the Study information to design a Wage Classification System?
    • Do you want to develop both internal equity and external competitive parts of a System?
    • How do you effectively administer a Classification System?

    Day 3 Afternoon: Head Start/Early Head Start Current Issues

    In this session we will discuss the important topics that you need to be aware of to keep your program in compliance with the Head Start Act and regulations, such as:

    • Review of Policy clarifications, Program Instructions and Information Memorandums issued in the past year.
    • An overview of the FY 2011 Office of Head Start Monitoring Protocol. 
    • GAO Final Report on eligibility, including issues on documentation retention.
    • Unannounced site inspections and how to be ready for one.
    • Accounting and auditing changes.  
    • Findings being reported in Department of Health and Human Services Office of Inspector General reports on Head Start programs.
    • Any changes that may occur before the webinar will also be covered.

    We will focus on the important changes and ways to implement policies and procedures to comply with these new requirements. We will also provide practical ways to help your program survive and prosper.

    Day 3 Afternoon: Creating a Human Resources Policies and Procedures Manual, and Employee Handbook

    Most organizations have some form of a policy and procedure manual. They run the gamut from long, detailed, all-inclusive manuals that are not user-friendly to an accumulation of memos and e-mails and sticky notes that never officially make it to a manual. During this session, we’ll leverage Wipfli’s Model Human Resources Policies and Procedures to teach you the components of a functional policies and procedures manual that will ensure compliance with OMB Circulars, Federal and State Regulations. We will take a common sense approach to showing you how to create or update policies and procedures that promote consistency in dealing with employee and organizational matters. From your policies and procedures manual we will help you create an effective employee handbook. This important communication tool can promote good employee relations, provide a ready reference for employees and supervisors, encourage consistency in policy administration, and demonstrate compliance with applicable laws. If prepared improperly however, an employee handbook can pose significant legal challenges. Poorly written policies, not aligned with organizational procedures and practices or policies omitting or misrepresenting employment laws, increase an organization’s risk and exposure.

    During this training, we will discuss the appropriate format and structure of a policies and procedures manual an employee handbook, how to develop policies and procedures, what should and should not be included in both, and other items typically of greatest concerns to organizations.
