It is important that agencies be in compliance with federal administrative requirements and cost principles. In addition, understanding Head Start governance and eligibility requirements has never been more critical, particularly due to the recent GAO Report on Head Start Eligibility. This requires an organization to be committed to understanding the regulations and the importance of being in compliance with them. Organizations out of compliance risk losing their grants, having grant funding reduced, or the potential for having to repay disallowed costs.

Training Seminar Outline
Day 1: Administrative Requirements by Howard Gesbeck and Denes Tobie
After an introduction and discussion of the laws and regulations, there will be a discussion of the administrative requirements (OMB Circular A-110, 45 CFR Part 74, and the Common Rule, 45 CFR Part 92). We'll review all of the administrative requirements (how a program operates), and focus on these key areas:
- Standards for financial management systems and internal controls
- Procurement
- Property and equipment
- Program income
- Budget revisions
This includes applicable requirements from the HHS Grants Policy Statement Manual.
CPE credits for day one: 7.5 credits*
Day 2 Morning: Cost Principles by Denes Tobie
The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs, and costs that require prior approval will be discussed. We’ll also discuss all changes (A-122 for NPOs and A-87 for units of government). This session will also include a discussion of various allowable costs issued from the HHS Grants Policy Statement manual.
Day 2 Afternoon: Cost Allocation by Howard Gesbeck
Costs incurred by an organization in connection with programs are eligible charges against grants and contracts. Whether these costs are incurred by the program itself, or another program that provides supportive services to the program, they are allowable if the costs are necessary for the efficient conduct of the grant or contract. This session will focus on direct and indirect cost allocation. We’ll discuss and clarify policies that apply to funds that are used in collaboration with other funding sources. Cost allocation plans should be simple and straightforward, and we’ll give you some suggestions for ways to accomplish this. We’ll also suggest ways to allocate your costs to help your agency run efficiently and effectively.

Head Start Eligibility by Howard Gesbeck
The recently released GAO Report and Program Instruction relating to Head Start Income Eligibility will be addressed in this session. We will focus on the current Head Start and Early Head Start income eligibility requirements. We will discuss the two different definitions of family and when to use them, the different ways to determine a low-income family, the two programs that qualify as "public assistance,” what is and is not income, the period of time to consider, and more! In addition, we will discuss the Office of Head Start Policy Clarifications relating to income eligibility.
How an Auditor Looks at Internal Controls by Denes Tobie
This session will focus on how an auditor analyzes internal controls throughout the audit process. We will specifically cover internal control best practices in the areas of assets, liabilities, and revenue and expense accounts. We will also give you suggestions for preventing fraud in these areas.
Strategic Planning and Execution by Steve Lipton
This session will introduce methods and tools that will walk you through strategic planning and implementation. We will present techniques that you can use to create an effective strategic plan that includes initiatives, timelines and accountabilities. We will also discuss tools and techniques that you can use to keep you on track during the planning process as well as through implementation.

Head Start Governance by Howard Gesbeck
There are provisions in the Head Start Reauthorization that make numerous changes to the governance structure and to the responsibilities of both the Governing Board and Head Start Policy Council. We will review Head Start governance, including the provisions for composition, reporting requirements, and powers, functions, and roles for the Governing Board and Policy Council.
Financial Analysis by Denes Tobie
This session will discuss various ways to analyze data that you currently have, but may not be using effectively. We will discuss ways to assist you when trying to convey financial information to non-financially savvy individuals. Learn about providing effective financial analysis throughout the year, creating and using trend analysis, budget preparation and use, board reports, and more!
Generational Diversity by Steve Lipton
In this session, we will help you gain a better understanding of the rich resources and opportunities four generations bring to the workplace. Generational management is a challenge because each generation brings to the workplace its own set of values, beliefs, life experiences, and attitudes. By understanding the generations, you capitalize on the strengths of each generation by developing and administering practices that embrace generational differences.
