Financial management and funding are the two most important areas facing federally funded programs. It is important that agencies be in compliance with Federal administrative requirements. In addition, understanding Head Start Governance and eligibility requirements has never been more critical, particularly due to the recent GAO Report on Head Start Eligibility. This requires an organization to be committed to understanding the regulations and the importance of being in compliance with them. Organizations out of compliance risk losing their grants, having grant funding reduced, or the potential for having to repay disallowed costs.

Training Seminar Outline
Day 1: Administrative Requirements
After an introduction and discussion of the laws and regulations, there will be a discussion of the administrative requirements (OMB Circular A-110, 45 CFR Part 74, and the Common Rule, 45 CFR Part 92). We'll review all of the administrative requirements (how a program operates), and focus on these key areas:
- Standards for financial management systems and internal controls
- Procurement
- Property and equipment
- Program income
- Budget revisions
This includes applicable requirements from the HHS Grants Policy Statement Manual.

Day 2 Morning: Head Start Eligibility
The recently released GAO Report and Program Instruction relating to Head Start Income Eligibility will be addressed in this session. We will focus on the current Head Start and Early Head Start income eligibility requirements. We will discuss the two different definitions of family and when to use them, the different ways to determine a low-income family, the two programs that qualify as "public assistance,” what is and is not income, the period of time to consider, and more! In addition, we will discuss the Office of Head Start Policy Clarifications relating to income eligibility.
Day 2 Morning: Head Start In-Kind
In-kind deficiencies are the number one findings in many audit and OHS reviews. We will discuss the non-federal in-kind requirements. Head Start regulations require that the grantee or delegate agency contribute a portion of the total cost of the project. Head Start requires a non-federal share of 20% of the total costs of the program (45 CFR Part 1301.20). We will discuss:
- The regulations and guidelines that govern non-federal in-kind
- How to decide if a contribution is allowable non-federal in-kind
- How to document and properly value non-federal in-kind
- Where the most amount of non-federal in-kind is missed by agencies
We will discuss the sources of Head Start and Early Head Start in-kind, how to increase the value of volunteer in-kind by 10 to 15 percent, and provide you with valuable information that will help your agency "match" the requirements.
Day 2 Afternoon: Head Start Governance
There are provisions in the Head Start Reauthorization that make numerous changes to the governance structure and to the responsibilities of both the Governing Board and Head Start Policy Council. We will review Head Start governance, including the provisions for composition, reporting requirements, and power, functions, and roles for the Governing Board and Policy Council.

Register by September 10, 2010 for these Early Bird Rates:
- $595 per person - 1 to 4 participants from the same organization
- $575 per person - 5 or more participants from the same organization

Registration fees include:
- Up to 15 hours of training in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour.

Cancellation Policy:
Cancellations made after September 10, 2010 will be charged $100 per person cancellation fee. If you cancel, you may send a substitute from your organization or transfer your registration fee to a future seminar without penalty.
