    Weatherization Agencies have Stimulus Fund in Hand, and Lingering Questions on Davis-Bacon

    State weatherization programs are flush with more than $2 billion in federal stimulus funding, and face a tall order to retrofit a million homes fast. Many are finding that getting the money was the easy part; the tricky part is spending it.

    It isn’t for a lack of planning. For months, the more than 900 agencies that administer the U.S. Department of Energy’s low-income Weatherization Assistance Program have been hiring auditors, training technicians, and fine-tuning plans to carry out the biggest ramp-up in program history.

    Some providers have expressed reluctance to sink their stimulus dollars into weatherization work, though—until they receive clearer guidelines on how to comply with a tangle of stringent new oversight requirements. Read the full article.
