Professionals new to the organization, as well as professionals who have been there for decades, will benefit from this two-day review of the administrative and cost principles/allocation sections of the Office of Management and Budget’s (OMB’s) 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (also known as the “Uniform Guidance”).

After an introduction and discussion of the laws and regulations, we’ll discuss the general provisions and administrative requirements. We’ll focus on these key areas:

  • Applicability of, and implementation dates for, the new regulations
  • Standards for financial management systems and internal controls
  • Property and equipment
  • Program income
  • Budget revisions
  • Procurement
  • Requirements for pass-through agencies
  • Reporting and record retention requirements

Learning objectives:

  1. Review the organization, applicability and implementation timeline of the new Uniform Guidance.
  2. Discuss the requirements for financial systems.
  3. Discuss the regulations on program income, property and procurement.

Day 2:  OMB cost principles, cost allocation, selected items of cost and audit requirements

The cost principles cover the costs that a grant-funded program can charge to federal grant awards. We’ll discuss the general principles, allowable costs, unallowable costs and costs that require prior approval. We’ll also discuss all the changes related to cost allocation and selected items of cost, as well as the changes in audit requirements that will come with the implementation of the regulations.

Learning objectives:

  1. Explore the basics of allowable costs.
  2. Discuss direct and indirect costs.
  3. Explore the options for cost allocation in the new Uniform Guidance.
  4. Review the changes in audit requirements.

Be prepared

  • You’ll receive an email invitation to access the Wipfli mobile app.
  • All reference materials (any PowerPoint presentations and/or additional resources) will be available on the app until one day after the training.
  • If you prefer to print, please bring printouts with you because paper copies will not be available on-site.
  • You’ll receive a workbook on-site for hands-on activities.

Transfers and cancellations

  • Participants who are unable to attend may be eligible to transfer or cancel their registration. All transfer or cancellation requests must be received in writing no later than two business days before the start of the event for which you are currently registered.
  • A $25 service fee will be applied to all transfer and cancellation requests. Additional fees may apply.
  • Participants who registered but did not attend the event or complete a request to transfer or cancel within the allotted time are liable for the full registration fee.
  • If Wipfli reschedules or cancels the event, you will be notified via email, at which time you will be given the option to transfer to another training or receive a refund.

Certificate of participation and CPE credits

Each person attending the training who needs a certificate of participation/CPE credits must submit their keywords within 24 hours of the training:

  1. Complete the survey located in the app menu.
  2. Enter the keywords in the order they are given during the training. We can’t provide the keywords later.
  3. Upon receipt, the information will be verified and (if it’s accepted), you’ll receive a certificate of participation via email within two to three weeks.

National Registry of CPE Sponsors: Wipfli LLP is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Complaints regarding registered sponsors may be submitted to the National Registry of CPE Sponsors through its website: NASBAregistry.org.
