WHY ATTEND

Having strong internal controls and understanding the rules governing how you can and cannot spend federal dollars are keys to fiscal management and overall compliance in your organization.

During the first two training days, professionals new to the organization, as well as professionals who have been there for decades, will benefit from this review of the administrative and cost principles/allocation sections of the 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (also known as the “Uniform Guidance”).

Join this training workshop to learn about the new Uniform Guidance regulations and, more important, how to implement them in your organization. Review the regulations you need to know to stay in compliance through examples, stories, and best practices learned from years of auditing and consulting. Take back up-to-date and relevant information to implement immediately in your agency.

During day three, Head Start/Early Head Start Programs (HS/EHS) can take advantage of our optional third day of training that will address hot topics. The Office of Head Start (OHS) is making major changes in the HS/EHS Monitoring Protocol yet again. This session will address what's different from past years and the regulations—whether old like the Head Start Act from 2007 or new like the Head Start Program Performance Standards in 2016—that are being cited in each section.

 REGISTRATION FEE

  • Early-bird rate:  $745 per person if registered by November 20, 2017
  • Regular rate:  $895 per person if registered after November 20, 2017
  • Day 3:  HS/EHS Monitoring Protocol (only):  $250 per person

Registration fees include:

  • Up to 21 CPE credits in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour. 
  • Training workbook.
  • Reference materials (any PowerPoint presentations and/or additional references) available for download. 
  • Refreshment breaks.

Cancellation Policy

Cancellations made after November 20, 2017, will be charged a $100 per person cancellation fee. If you cancel, you may send a substitute from your organization. Day 1: General Provisions and Administrative Requirements

After an introduction and discussion of the laws and regulations, there will be a discussion of the general provisions and administrative requirements. We’ll focus on these key areas:

  • Applicability of and implementation dates for the new regulations
  • Standards for financial management systems and internal controls
  • Property and equipment
  • Program income
  • Budget revisions
  • Procurement
  • Requirements for pass-through agencies
  • Reporting and record retention requirements

Learning Objectives:

  1. Review the organization, applicability, and implementation timeline of the new Uniform Guidance.
  2. Discuss the requirements for financial systems.
  3. Discuss the regulations on program income, property, and procurement.
  4. Explore the requirements for reporting and record retention.

The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs, and costs that require prior approval will be discussed. We’ll also discuss all changes in regard to cost allocation and selected items of cost. In addition, we’ll discuss changes in audit requirements coming with the implementation of the regulations.

Learning Objectives:

  1. Explore the basics of allowable costs.
  2. Discuss direct and indirect costs.
  3. Explore the options for cost allocation in the new Uniform Guidance.
  4. Review the changes in audit requirements.

Session Description:

The Office of Head Start (OHS) is once again making major changes in the HS/EHS Monitoring Protocol. This session will address what's different from past years. We will explore the regulations being cited and discuss best practices in addressing the regulations. 

We will take a deeper look into the requirements, specifically related to:

  • Leadership
  • Governance
  • Management
  • Fiscal
  • Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA)
  • And other areas as time permits

All reference materials (any PowerPoint presentations and/or additional references) for this training workshop will be available online two weeks prior to the start of the training workshop. For your convenience, you will have access to the online materials for two weeks following the training workshop.

Please download the materials before the training workshop to your computer/device and bring your computer/device with you to the training workshop. If you prefer to print the materials, please bring them with you because paper copies will not be available on site.

Internet access and power outlets will be available. Please limit Internet access to checking email and accessing training workshop materials. You will receive a workbook on site for hands-on activities. Registered attendees will receive an email when the materials are available online.
