No, Davis-Bacon did not go away during the COVID-19 pandemic. Davis-Bacon Act compliance is still an often-misunderstood requirement for Head Start organizations. Although there is some official guidance, it can at times be unclear. We will review the regulations and the guidelines from the U.S. Department of Health and Human Services, as well as requirements enforced by the U.S. Department of Labor.
