No, Davis-Bacon did not go away during the COVID-19 pandemic. Davis-Bacon Act compliance is still an often-misunderstood requirement for Head Start organizations. Although there is some official guidance, it can at times be unclear. We will review the regulations and the guidelines from the U.S. Department of Health and Human Services, as well as requirements enforced by the U.S. Department of Labor.
- Identify the Head Start projects Davis-Bacon applies to.
- Discuss the compliance requirements, prevailing wages and the fringe benefit component.
- Explore the steps you can take to monitor compliance.
