Having strong internal controls and understanding the rules governing how you can and cannot spend federal dollars are keys to fiscal management and overall compliance in your organization.
Professionals new to the organization, as well as professionals who have been there for decades, will benefit from this review of the administrative and cost principles/allocation sections of the 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (also known as the “Uniform Guidance”).
Join days one and two of this training workshop to learn about the new Uniform Guidance regulations and, more important, how to implement them in your organization. Review the regulations you need to know to stay in compliance through examples, stories, and best practices learned from years of auditing and consulting. Take back up-to-date and relevant information to implement immediately in your agency.
On day three, we will focus on the specific needs of tribal government entities by exploring hot topics such as the general audit and compliance requirements under the Uniform Guidance, the requirements for accounting for leases under GASB 87, the changes regarding fiduciary activities as clarified in GASB 84, and more.

Registration fees include:
- Up to 20 CPE credits in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour.

Cancellation Policy
Cancellations made after February 19, 2018, will be charged $100 per person cancellation fee. If you cancel, you may send a substitute from your organization. Day 1: General Provisions and Administrative Requirements
Tuesday, March 20, 2018 | 8:30 a.m. – 5 p.m.

After an introduction and discussion of the laws and regulations, there will be a discussion of the general provisions and administrative requirements. We’ll focus on these key areas:
- Applicability of and implementation dates for the new regulations
- Standards for financial management systems and internal controls
- Property and equipment
- Program income
- Budget revisions
- Procurement
- Requirements for pass-through agencies
- Reporting and record retention requirements
Learning Objectives:
- Review the organization, applicability, and implementation timeline of the Uniform Guidance.
- Discuss the requirements for financial systems.
- Discuss the regulations on program income, property, and procurement.
- Explore the requirements for reporting and record retention.

The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs, and costs that require prior approval will be discussed. We’ll also discuss all changes in regard to cost allocation and selected items of cost. In addition, we’ll discuss changes in audit requirements coming with the implementation of the regulations.

Day 3: Governmental Accounting, Reporting and Update, Uniform Guidance Update and Review, GASB 87 Leases and GASB 84 Fiduciary Activities

Join us for an introduction to and overview of governmental accounting and reporting under GASB 34, including an overview of government-wide financial statements, component unit reporting, and fund statements.
We will discuss the Uniform Guidance requirements for single audits and offer a general overview of the Uniform Guidance along with the latest 2017 updates.
To conclude the day, we will discuss GASB 87 Leases and GASB 84 Fiduciary Activities by offering an overview of new GASB pronouncements that will have a significant impact on accounting for leases and the reporting of fiduciary activities, including updates to GASB guidance on fiduciary component units.
Learning Objectives:
- Discuss general audit and compliance requirements under the Uniform Guidance, including the changes and updates applicable to the 2017 Uniform Guidance.
- Explore the requirements for accounting for leases under GASB 87 along with the reporting requirements.
- Identify the changes regarding fiduciary activities as clarified in GASB 84.
- Obtain a general overview of the basic accounting differences in government-wide financial statements, including fund accounting principles.
- Identify the latest updates in proposed changes related to the GASB reporting model.
