Davis-Bacon Act compliance is an often misunderstood requirement for Head Start (HS) organizations. There is little in the way of official guidance, and what is available can at times be contradictory. There are guidelines from the U.S. Department of Health and Human Services, as well as requirements enforced by the U.S. Department of Labor, to be considered. In this webinar, we’ll look at the regulations, when the Act applies to HS agencies, the components of certified payroll reviews, and fringe benefits.
- Understand the HS projects to which Davis-Bacon applies and the compliance requirements.
- Understand prevailing wages and the fringe benefit component.
- Understand the significance of certified payrolls and Form WH-347.
